What you need to know about the new procedures

The introduction of a new work tool always brings changes to established work practices. Here’s an overview of what’s new.

Worker referrals

Employers must now submit their requests online. CCQ will provide a list of potential candidates for them to contact.

Mandatory permit

To refer workers, associations must absolutely hold a permit issued by Ministère du Travail.

Direct hiring

Direct hiring (family, friends, colleagues, etc.) is still permitted. However, you must transmit a hiring notice through the Carnet.

Hiring and termination of employment notices

All hiring and termination notices must now be transmitted using the Carnet.

Emergency workers

In an emergency situation, you can still get workers through a union association, so long as it holds a permit. However, you must report the transaction through the Carnet.
