A permit to obtain the right to refer workers

When employers make a request for workers, the CCQ system generates random lists from among the people meeting the search criteria in the bank of Professional Profiles. Depending on the referral request, holders of workforce-referral permits are simultaneously informed of the needs expressed by the employer and may thus refer candidates of their own. Therefore, all permit holders play by the same rules, which promotes transparency and the diversity of workforce sources. To refer workers to employers, the following criteria must be met:

- Be an association named in Act R-20
- Be an Indigenous entity that has concluded an agreement with the government, Kativik Regional Government, Cree Nation Government, or Eeyou Istchee Bay James Regional Government
AND
Hold a workforce referral permit issued by the Bureau des permis
It goes without saying that referring workers without holding a permit is an infraction.
