Since September 9, 2013, the Carnet référence construction is the unique gateway for worker referrals in the construction industry: all employers who need workers will make their requests there. Associations with a permit will also use the Carnet to offer their own referrals to employers looking for workers.

This way, requests for workers are made simultaneously to the CCQ and to associations with a permit, which will respond according to the needs expressed. The process is completely transparent, which enables employers to exercise freedom of choice without pressure and encourages a diversity of sources regarding workers hired.
